But I do not think this will help you; it is just a wrapper invoking
wish.exe with tlshell.tcl, if necessary restarting to acquire admin
privileges. If you get a dialog box "backend gone" then wish.exe
could at least start up.

What happens if you start tlshell with an option '--verify-repo=none'?

Maybe you can get some useful info from the sysinternals utilities
(https://learn.microsoft.com/en-us/sysinternals/).
