Details:

Hi Michal - here's a crazy question. For TUGboat, like many other journals, we
now prefer to omit the http[s]:// from urls, so the TeX source just uses
commands like \url{tug.org}.

The result from tex4ht is href="tug.org", that is, a relative (filesystem)
link.

So, my question is, is there any chance of \url looking at its argument and
adding the https:// prefix if no protocol:// is already there?  (In cases
where https:// is not the right thing, I could insert the protocol explicitly.
Not worried about perfection, just wondering about the most common case.)

I know I could fully define the link separately from the displayed text with
\href{...}, but, that's a pain. So, just thought I'd ask. Thanks.
