My guess is:
- system wide tex/latex etc is installed in to /usr/bin
- system wide tlmgr is ALSO installed into /usr/bin
- TUG texlive is installed into /usr/local/texlive or $HOME/texlive
- the user called the tlmgr in /usr/bin

Solution:
- user needs to call the correct tlmgr, the installation mentioned that
  the PATH needs to be adjusted
- Fedora should NOT install tlmgr or patch it to work automatically in
  user-mode, as Debian is doing
