after your steps you need

5. cp build/luametatex.exe /usr/local/texlive/2023/bin/x86_64-cygwin/
6. cd /usr/local/texlive/2023/bin/x86_64-cygwin/
7. ln -s luametatex.exe mtxrun ; ln -s luametatex.exe context
8 ln -s ../../texmf-dist/scripts/context/lua/mtxrun.lua .; ln -s
../../texmf-dist/scripts/context/lua/context.lua
 .
9. mtxrun --generate

Then context command works! and my (minimal) test file makes a pdf.
