As the 2023 version has not yet been released (to the best of my knowledge) , may I re-phrase your question on terms of 'a "2022 version" of TeX Live' and then seek to answer it ?  Is not

  *   http://mirrors.ctan.org/systems/texlive/Images/texlive2022-20220321.iso

that which you seek ?  For earlier years, while not (seemingly) available as ISO image, does not

  *   http://ftp.math.utah.edu/pub/texlive/historic/systems/texlive/

also provide what you seek ?
