`texdoc` search algorithm and language settings

Hi,

we noticed that our locale setting detection from ENV vars is somewhat incomplete, and working on fixing it: https://github.com/TeX-Live/texdoc/issues/77

At the moment, writing an explicit locale setting (lang) in your texdoc.cnf is the most stable way to tell which language you prefer for the program.
