`texdoc` search algorithm and language settings

Hi,

good to know, Can you implement in texdoc.cnf something similar to
Accept-Language as used on the web? For instance, my mother tongue is
Czech and I can easily read the documentation in Slovak, English,
Russian, Hindi, Danish, Norwegian (bokmål prefered to nynorsk),
Swedish but not in German, French, Spanish, Greek. Everybody has
different preferences.
