In essence the problem appears to be that the kpse.find_file luatex call
does not look in the --output-directory (if it was given). I asked Luigi
(Scarso, the primary luatex maintainer) about fixing this.

Yours is evidently the second report about this in a dozen years or so.
It would be nice to have it fixed, but one more year does not seem
terribly critical. I have been planning to make the TL22 release
on Tuesday.
