We were still running (Pascal) TeX under VMS when I took early retirement in 2008, but for the life of me I have no idea what the directory structure was — certainly not TDS, as I recall, but that would have been a personal choice rather than something enforced by the distribution.  I don't even know whether we were still running Kellerman & Smith at that time or whether a more modern distribution had emerged.  I may know someone who still has access to a VMS TeX installation at the College, so I will ask him ...
