tlmgr failed due to a system reboot

Karl is correct, but just in case there is also the option to recreate
the tlpdb from the tlpobj files which are saved into
	ROOT/tlpkg/tlpobj/
You can all
	tlmgr recreate-tlpdb
This MIGHT help and should be the last resort, and something might get
lost, but you can get a halfway working tlpdb back.

Then you can run
	tlmgr update --self
	tlmgr update --all

And after that a 
	tlmgr check
might be good idea I guess.
