tlmgr failed due to a system reboot

    Here is the error message:

Looks like your c:/texlive/2021/tlpkg/texlive.tlpdb file, or the sibling
texlive.tlpdb.main.<string>, got clobbered by the reboot. Check the file
length/contents? If it's empty/junk, the only reliable recovery will be
to reinstall. Unless I'm forgetting something. Sorry. --best, karl.
