babel-french update breaks previous documents

I think I have a letter class that does not define floats so users might use the same strategy. Though the letter class does not support French.
I've sent a bug-report to the maintainer.

Well, the code is extracted from a cls file, so I based it on minimal to
be sure that it does not interfere.
