fmtutil-sys: finding a user cnf-file

I'm trying to use a special cnf-file to build sometimes only a
specific set of formats (the latex dev-formats to test the
development code). 

It works fine if I use an absolute path:

fmtutil-sys --cnffile=C:\texlive\texmf-local\web2c\fmtutil-dev.cnf
--all

But it doesn't work if I try to rely on kpsewhich:

fmtutil-sys --cnffile=fmtutil-dev.cnf --all

Before I start writing some wrapper script, did I miss something
here?
