[tex-live] Cannot update TeXLive Manager 2017 under Windows 10

Then run
  update-tlmgr-latest.exe
from CTAN mirror of TeX Live /tlnet/ directory.

After that you might get mor updates, but I don't think so.

BTW, what is the output of
  tlmgr repository
