[tex-live] Cannot update TeXLive Manager 2017 under Windows 10

tlmgr update --list

TeX Live 2017 is frozen forever and will no
longer be updated.  this happens in preparation for a new release.

tlmgr itself needs to be updated.
Please do this via either
  tlmgr update --self
or by getting the latest updater for ....

Then continue with other updates as usual.
