What is the output of "tlmgr --version"?
This also affects MacTeX and TeX Live Utility; the file
/usr/local/texlive/2015/release-texlive.txt
is missing. I'd assumed this was a MacTeX packaging problem,
but it now sounds like a TeX Live problem.
