[tex-live] Why the TrY package is on CTAN but not on TL2013?

    Since the tool is licensed under the LPPL, I would like to know the 
    reason for the refusal of publication.

The licensing is fine.  You already know the reason: as we discussed in
May, the issue is the executable name that is a three-letter common word
("try").  Names of new executables need to be reasonably distinctive;
this has come up a few times in the past.  I added a sentence to
http://tug.org/texlive/pkgcontrib.html to try to clarify this.

Since you haven't wanted to rename your program, which is certainly
understandable, users will need to get it from CTAN.
