I thought about this earlier, but TEXMFHOME can be changed in some
texmf.cnf, and it is convenient to change TEXMFHOME variable. On the
other hand there is $TL/texmf.cnf that is read after
$TL/texmf/web2c/texmf.cnf, and it is common store user config files
under $HOME, so if there is $TL/texmf.cnf as place where system
administators make changes in settings, it is reasonable to have
$HOME/texmf.cnf .
