[tex-live] mkocp in kpathsea

Is there any reason why mkocp is in the kpathsea package (bin-kpathsea
in TL2008)? It is a simple wrapper script for otp2ocp, and useless
    without omegaware.

True, but (1) it was written (such as it is) by Thomas Esser, not the
Omega folks, and (2) it is intended to be invoked by kpathsea to
autobuild ocp files, rather than by users. We kept all those mk*
scripts together in kpathsea.

I don't see any big advantage or disadvantage either way.
