Er, only what was sent : that was a direct copy/paste
of everything from "Installing: zwgetfdate" to end.
Is there something missing, just after "Running fc-cache -v -r"
and before "running mktexlsr F:/TeX/Live/2008/texmf-dist F:/TeX/Live/2008/texmf" ?

F:\TeX is the root of everything TeXxie on this system.
Earlier today I could not run "Install-TL", "Wget",
"Perl" or anything else : "Access is denied". To
get around this, I had to chance from "Simple file
sharing" to (tacit) "Complex file sharing", and
then recursively grant myself (a system administrator)
full access to F:\TeX and everything thereunder.
