[tex-live] Comment on libfontconfig

Thanks for that news.

I checked on my *BSD systems here, and find it there in FreeBSD 5.0
and 6.1 on IA-32, NetBSD 3.0 on VAX, OpenBSD 3.9 on IA-32.  It is
completely absent from NetBSD 1.6 on IA-32 (which otherwise has 117
libraries in /usr/X11R6/lib) and OpenBSD 3.5 on VAX (I checked the
entire filesystems with the locate command).

My experiments suggest that you can expect to find libfontconfig on
many recent systems, but certainly not on older ones.  The HP-UX
systems I tested are current O/S levels; I no longer have access to an
IBM AIX system to check there.
