On FreeBSD 6.1 on i386, it comes from a port - x11-fonts/fontconfig to
be exact.  I suspect the same is true on IA-32.  On my system:

; pkg_which /usr/X11R6/lib/libfontconfig.so
fontconfig-2.3.2_3,1 fontconfig-2.3.2_5,1
