Yes, it's certainly not needed at runtime.  If you have texmf/doc and/or
the top-level hierarchy texmf-doc, those can be deleted too.  Likewise

Well, the TL repository itself is on the web
(http://tug.org/svn/texlive).  But usually one is best off looking at
CTAN (http://www.ctan.org) when doing package research, etc.
