Well, Kleiweg just answered me and said fine to making it be free. So now I'm asking whether he wants to upload a new version or I should. Since you say iahyphen.tex is not in babel's manifest.txt, it would seem Johannes should be asked (again?) to remove it from the babel directories. Can someone else do that, please?
