Thanks Johannes for taking care of it. While I looked at other .tex
files in babel, I found that iahyphen.tex has no license as well.
And, one completely different matter: can't blplain.tex be dropped?
I doubt that anybody needs it.

Hello Johannes,
I note that lahyph.tex as contained in babel is an outdated version. CTAN
has a newer one. iahyphen.tex has no proper license.
And, somewhat unrelated, ntgclass is broken. Have you ever tried
something like
\documentclass{rapport3}
\begin{document}
\end{document}
with the current release of latex and ntgclass?
And, even more unrelatred, did you get my mail about changebar.dtx +
\pdfoutput.

In teTeX, I have all files except iahyphen.tex. I see that file e.g. on
CTAN (language/hyphenation/iahyphen.tex), but I don't see a license for
it. Could you please check this for me?
And, I have added "bulgarian bghyphen.tex" to language.dat. Somehow,
this was missing. Thanks.

Well, if your file has been contributed to babel, it would make sense
to release it under the same license as babel itself; the LaTeX Project
Public License (lppl, see CTAN:macros/latex/base/lppl.txt).

Johannes has promissed to check the license of iahyphen.tex (01
Jun 2004). Vladimir Volovich has written a mail to "Peter Kleiweg
<kleiweg at let.rug.nl>" asking him to add a proper license to his file
(09 Jan 2005). A day later, Vladimir has written an email to
To: babel at braams.cistron.nl, ctan at dante.de
Cc: texlive at tug.org
where he notes that iahyphen.tex exists in two locations on CTAN and he
suggests that the copy in babel be removed.
The file iahyphen.tex is not listed in babel's manifest.txt, so I'll
just remove this file from teTeX.
