Both are part of babel, at least according to a CTAN search.
icehyph.tex is LPPL 1.2 or later, while iahyphen doesn't seem to have a
license statement.

Thomas, you have iahyphen.tex in the tetex-texmfsrc tarball, but it is
not installed in tetex-texmf.  Do you know anything about its status?
