I think this is what I want in TL. When we install, we set things up 
right, and
can then call texconfig safely, knowing that it will not duplicate our work.

In fact, I have commented out the call to texconfig  from the install 
scripts entirely, for the
moment.  It is not clear to me that it did anything useful at that point.
