Hmm... I'd like to find a good compromise for both teTeX and TL. Since
teTeX hasn't installation script, may I suggest adding to texconfig one
more item: "copy config files" to whatever was in advance set as
TEXMFCONFIG (as Thomas suggested). In such a way we can avoid any action
"behind the scene". Making such a copy of config files would be
appreciated by teTeX users.

That's OK, but the first run of texconfig still makes copies in
TEXMFLOCAL. Fortunatelly language.dat, fmtutil.cnf etc. are edited in
VARTEXMF, thanks to the precedance of texmf- trees.
