Inspite of its name, german.sty and ngerman.sty work with both plain
TeX and LaTeX. Thus the location IMHO should be `tex/generic/german'.
I'm not sure about the hyphxmpl.tex file, but I think it should go to
the same place.
Similarly, the documentation files should be moved from
`doc/latex/german' to `doc/generic/german'.
