I just have finnished thinking about this and I still believe that the
search path library in itself is a good thing.

We could use it for example to make that map file change without touching
a line of code in any application. Just by changing a few search paths.

Sure, you are right that we have to make sure that search paths don't
get abused. I think that cleaning this up is something that we have to
put on our list for the next TeX Live.
