Both. My long-standing TeXlive installation wasn't _fully_ configured.

Sure, but the default "~/texmf" wasn't even useful for my system; I only
have uppercase directories in $HOME. And until the experiment with a
modified 'cwebmac.tex', I had no user-local overrides at all. (There
_are_ a few system-local packages in '/opt/texlive/texmf-local/'.)

After moving "~/.texlive2016/texmf-var/tex/generic/cweb/" to
"~/.texlive2016/texmf/tex/plain/cweb/", 'tex' (and 'kpsewhich -progname
tex') didn't even bother to look into that path. Only after setting
'TEXMFHOME' to '~/.texlive2016/texmf/', it worked as expected.

In order to make my installation of CWEBBIN override 'cwebmac.tex' in
the future, I also had to change 'generic' to 'plain' in the specfile.
