[tex-k] [cweb] New and extended CWEB based on CWEBbin [RFH]

Dear all,

apparently I've run out of ideas. :o)

Two days without any commits to either CWEBbin or TeX Live seem to
indicate that the integration of the former into the latter has been
accomplished successfully.

Major new features:
* Completely revised code base; several bug fixes; clean compilation.
* New wrapper macros for NLS support with integrated PDF features.
* I18N/T10N with 'gettext' for the brave maintainers.
* Added CTWILL program with tools and utilities for the brave users.
