cmsy and accents

If we put all the accents and there different sizes in something like cmsy
that is loaded in the three standard sizes, we no longer have x different
sizes for an given accent, but 3.x different sizes for the accents.
But with the present version of \tex an automatic search would only be
done in one of the sizes at a time. the search is not the same as for the
delimiters.
