[tldoc] tl16 doc diff for font names

Hi -- sorry, but it seemed necessary to make two more changes to the TL
guide: say a few words more about font names vs. file names for font
lookup, and mention tlmgr by name wrt gpg.  I dearly hope this is the
end.  (A whole lot more could be written about both these subjects, but
I felt that the less said at this point, the better.)

So please update your translations and build the final pdf/html's.
