[tldoc] Slovak translation of sk.po

I cannot test it right now, but maybe:
  tlmgrgui --gui --gui-lang=sk
(not tlmgr)

In English, yes.  In other languages, probably not.  

    2) is it here the name of the language (say
    Arabic = Arabic language = arabœô ­ina (in slovak))
      or an attribute (as Arabic book = arabská kniha (in slovak),
      but Arabic horse = arabský kôœô è (different end letter))

I believe this "Arabic" is the short description (shortdesc) of the
collection-langarabic package.  So it is referring to the Arabic
language (well, family of scripts, actually).  I'm not sure if that
answers your question but I don't know what else to tell you.  The
longdesc is "Support for typesetting Arabic", meaning really
"Support for typesetting the Arabic script(s)/language(s)".
