pstricks is where it always was

/usr/local/texlive/2025/texmf-dist/tex/generic/pstricks/pstricks.{tex,sty}

Note it's under generic not under latex as it works with all formats.

(the pstricks files under lwarp are that tex to html convertor's support
files for pstricks)
