An hline input bug?

Maybe an anomaly introduced by LaTeX's re-definition of \input.  The 
following works OK.

% !TeX Program=XeLaTeX


\documentclass [12pt] {article}

\begin {document}

      \begin {tabular}{|cr|}

          \hline

          \primitive \input mytable.tex

          \hline

      \end {tabular}

\end {document}
