Thanks Ulrike. The example using \usepackage{tikz} and

\AddToHook{shipout/background}{%
\put(0,-\paperheight){\tikz[overlay]\draw[line width=2pt](10pt,10pt) rectangle (\paperwidth-10pt,\paperheight-10pt);}}

seems to do what I want. I do have a question though. Without having to
create multiple environments, is it possible to turn the "frame" on or
off on a particular page? Some pages of the documents I create might
look better without the frame.

If not, I can find ways to work around it.
