   \includegraphics{/home/paulo/Graphics/fig1.eps}

Python functions such as
https://docs.python.org/3.8/library/os.path.html#os.path.abspath
https://docs.python.org/3.8/library/os.path.html#os.path.normpath
will probably solve that problem.

If so then you have a choice. Either port your Perl script to Python, or
port the Python os.path module to Perl, or choose some other scripting
language.
