not verified: gpg unavailable

I am sure I have seen (or asked) this before but can’t find it in the archive

Updating TL 2019

tlmgr update --self
tlmgr: package repository http://mirror.aut.ac.nz/CTAN/systems/texlive/tlnet (not verified: gpg unavailable)

The question, is it gpg on the mirror end that is the problem or on my local machine? If local, what should I do to ensure verification?
