forces all figures to the end of the document (as it specifies no legal
areas in which the float can be placed) I presume you intended [H] to use
the float package non floating figures.

unrelated but your preamble is far more complicated than need be, you load
pstricks several times, hyperref twice, subfigure twice, ... (latex ignores
later ones so that is harmless but)  also there is no 14pt option to
article.
