[texhax] Conversion otf -> tfm (was: otftotfm)

It seems that otftotfm automatically invokes updmap
(and opiton --no-updmap disables it)
but that fails due to change (user/sys) in TL17.

That issue is already reported on
https://github.com/kohler/lcdf-typetools/issues/15
but no code change till now.
