[texhax] Texlive 2017 license

I can't speak as to DAF but at least for those of us in the Treasury (my day job) we certainly use multiple search engines.  Memorializing things in an e-mail inquiry does create a slightly better bit of documentation to kick up a chain of command.  Acquisition rules are interesting.
