I fear that suggestions like this are forgotten very soon, especially
because there is a lot of traffic on this list. 

David Bausum wrote his book 14 years ago and maybe it's worthwhile to
ask him whether he could upload some useful stuff to CTAN.  I fear
that the publishing house has to agree.  But you can ask, at least.

On the other hand, I don't think that this package solves any problem
a halfways smart TeX user can't solve himself.  Dividing minutes since
midnight by 60 isn't a big deal.  And everything else is trivial too.
Sure, a macro package is quite convenient.  At least if it's part of
TeX Live.
