It's a stylistic choice as indicated by the commands to control it \frenchspacing

There're specific commands in LaTeX to indicate if a period does/doesn't end a sentence.

Balanced against the readability argument is the aesthetic one, of nicer, more even spacing.

A sensible bit of editing would easily fix the example in question.
