Looks rather like a workaround than a solution.  getnonfreefonts
heavily depends on updmap's --enable option, hence it's required that

  updmap[-sys] --enable Map=ul9.map

works.  I still don't know what's going on here.

Though I originally wrote getnonfreefonts for TeX Live from tug.org,
for some time the installer tries to support TL provided by Linux
diributors too, which usually have a slightly different directory
layout.  But I can't guarantee that it works everywhere.
