The nearest repository has a pgf.tar.lzma from November 2010.   This seems to be
intact:

I can read the .tar archive after uncompressing.

Does MiKTeX maintain some independent checksums or sizes of the
individual package archives?   If so it is possible that the problem
is in the database and pgf.tar.lzma is fine.
