Upgrading is only available on Unix like systems and is not foolproof.

I would not expect tlmgr from TL2010 to actually be able to pick up the 
updated packages. They are presumably packages for a newer version of 
tlmgr and tlmgr from '10 will simply fail with a mismatching version.
