Do you mean xterm from X11? If so, does Terminal.app show the same behavior ---that is, do you have to sudo also for latex to find article.cls?

Anyway, here is my output from xterm:

bash-3.2$ which latex
/usr/texbin/latex
bash-3.2$ kpsewhich article.cls
/usr/local/texlive/2010/texmf-dist/tex/latex/base/article.cls
bash-3.2$ which dvips
/usr/texbin/dvips

Do you, by any chance, have a ~/.MacOSX/environment.plist?

??? dvips is installed by TeXLive ---and hence MacTeX (see above).

I still think the TeX on Mac OS mailing list is an appropriate place to help you with this if you're interested.
