It seems impossible, because the logfile is truncated at start of tex and new
output is buffered until after \bye or \end{document}:

\def\getdistro#1(#2 #3\nil{#2}

I am using
\newread\logfile
\openin\logfile=\jobname.log
% first line of log file contains either MiKTeX or Web2C
\read\logfile to \inputline
\expandafter\getdistro\inputline\nil

\bye

... does not work.
